| 摘 要： | 探讨了国防科研发展的规律,归纳研究了高校从事国防科研应遵循的指导原则.讨论了高校国防科研管理的重点,研究了国防科技产业集群、国防科技成果"潜应用"的外溢效应、国防科技竞争机制、国防科技的柔性化和弹性化的管理体制等具体问题,概括了国外经验对发展我国国防科技事业的启示,提出了加强高校军工科研管理的若干建议.
