| 摘 要： | 简要分析了目前我国科技经费管理制度中原有科技经费分类管理与课题制管理并存的局面及其导致的一些制度性冲突；提出了解决这些冲突的措施：一是取消原有科技经费分类方式的管理功能，而仅将其作为内部统计口径之一；二是尽量统一各类科技计划的经费预决算科目。

| Abstract: | It simply analyses the coexistence of past classifying management of science and technology expenditure and project system as well as some institutional conflicts between them. It suggests that these conflicts can be solved through following measurements:(1) Canceling management functions of past classifying management of science and technology expenditure and only keeping its statistical functions;(2) Unifying all accounting subjects of science and technology expenditure. |
