| 摘 要： | 讨论非政府组织(NGO)的生成逻辑对于分析其政策培育模式至关重要。现行研究简单地将NGO的生成归因于政府和市场的"双重失灵",这种分析逻辑存在很多问题。还需要从外部逻辑和内部逻辑两个角度来讨论NGO的生成问题:NGO生成与其制度环境、文化环境和国际环境密切相关;同时,公民个体启动NGO还需要一定的人性基础。

| Abstract: | The discussion about the generation logic of NGO is essential to the analysis of their policy cultivation model. The current study simply believe that the generation of NGO is attributed to the"double failure"of government and market. There are many problems in this analysis logic. It's necessary to discuss the generation of NGO in terms of the external and internal logic:the generation of NGO is closely related to its system environment,cultural environment and the international environment,at the same time,the individual citizens who start a NGO also need to base on certain human nature. |
