| 摘 要： | 公民是公共事务的治理主体,农民是新农村建设的主体。农民参与新农村建设需要借助于一定的组织渠道。作为农民参与组织载体的农村民间组织在农民利益表达、公共精神培育、参与文化营造等方面具有重大意义。为此,政府要制定政策,民间组织要加强自身能力,共同致力于新农村建设。

| Abstract: | Citizens are the main body in the governance of public affairs, farmers are the main power of new countryside. By means of certain organization channels, the participation may achieve. As an organic carrier for participation, rural NGO is of great significance in the expression of interests, cultivation of public spirit and building of culture. Therefore, government should make policy, and rural NGO should strengthen the inner management. The two together cooperate to construct the new rural areas. |
