| 摘 要： | 冷战结束后,世界格局发生了根本性的变化。世界也因此又一次迎来了不寻常的社会变革,面对人类社会发展中不断涌现的各种问题,人们不再"各扫门前雪",而是希望并致力于在新的全球治理结构体中寻求解决的途径。本文将以此为出发点,以全球问题引出全球治理理论,在全球治理理论的基础上,把非政府组织①置于新的治理理论(全球善治)中,赋予其更丰富的内涵。
