| 摘 要： | 中国城市社会保障体系的变迁为社会组织提供公共服务准备了必要的制度支持。中国城市功能的特殊性、政府在进行城市社会保障和提供社会服务上的缺陷等对社会组织在城市的发展提出了迫切的要求。同时,中国社会组织基于自身的特点,有能力参与城市社会保障,能够有效地弥补政府在提供社会服务,进行城市社会保障中的不足。在社会组织参与城市社会保障体系的过程中,必须要注意理顺政府、社区等相关城市社会保障主体与社会组织的相互关系,并通过制度的形式加以保持。

| Abstract: | The changes of urban social security system in China have provided the necessary institutional support for social organizations joining in the public service. The particularity of the Chinese urban＇s function and the defects of government in provision of urban social security and social services request the development of social organization in the city urgently. At the same time, based on its own characteristics, Chinese social organizations have the ability to participate in urban social security and effectively make up for the government in the provision of social services. In the process of social organizations joining in the urban social security system, we must pay attention to rationalize the relationship between social organizations and the government, community and other related subjects of urban social security, and provide institutional maintenance. |
