| 摘 要： | 扶贫事业的长期性与复杂性、政府扶贫的局限性以及非政府组织的发展特性等多方面的原因,决定了非政府组织有必要参与我国农村的发展事业。非政府组织在我国农村发展中扮演着资源筹集者、项目实施者、施加影响者、联系者、协助者、监督者、利益表达者、沟通者等社会角色。非政府组织在角色扮演过程中存在着组织结构混乱、人员分工不明确、缺乏相应的社会环境、工作人员水平低等问题。在未来参与我国农村发展中,非政府组织需要加强自身建设,进一步提高组织管理能力、提高员工的专业素质、树立良好的公共形象、开展形式多样、积极有益的活动;此外,政府应该完善相关法律法规。

| Abstract: | The protracted nature and complexity of poverty alleviation,the limitations of governmental poverty alleviation and the development characteristics of NGOs＇and other reasons,determine the need for NGOs involved in the cause of rural development in China.In Chinese rural development,the NGOs play such social roles as resource raiser,project implementer,influencer,contactor,facilitator,monitor,expresser of interests,communicators and so on.In the process of role-playing,there are some problems including the confusion in organizational structure,uncertainty of labor division,the lack of appropriate social environment,the low level of staff.In the future of participation in rural development,NGOs need to strengthen self-construction,further improve the capacity of organization and management,upgrade the professional quality of staff,set a good public image,conduct positive and useful activities with various forms;in addition,the government should improve the relevant legal regulations. |
