| 摘 要： | NGO预示了是社会而不是政府在塑造国家,一个国家(地区)当中的社会自主性程度不同,决定了一个国家(地区)内对NGO的供给可能性之大小。通过对中国NGO历史发展轨迹的分析也可以得出这样的结论。

| Abstract: | Who is moulding a nation？ It＇s the community rather than the government,which had been foreshadowed by NGO. The vary degree of social autonomy in a country（region） determine its possibility of NGO supply. Analysis of the historical development of Chinese NGO can draw that conclusion too. |
