| 摘 要： | 民主赤字、社会整合度低、欧洲认同弱等问题使欧盟从政策和资金方面加大了对非政府组织的支持力度.来自政府的重视成为欧盟非政府组织发展的重要契机,同时民众参与意识增强、民众对非政府组织认可度的上升也使欧盟非政府组织获得了发展机遇.但非政府组织存在合法性、自主性、代表性和能力建设等方面的问题,只有非政府组织、欧盟、民众三方加强协调与沟通,才能建设好非政府组织部门.

| Abstract: | Because of the democracy deficit, low social integration and weak European identity, European U- nion（EU） has increased its efforts to support non-governmental organizations（NGOs） in the pohcy and funding. Attention from the government gave EU NGOs an important development opportunity, meanwhile, common people＇s participation sense became strong, knew more and supported more to these organizations, these were the development opportunities of EU NGOs. However, they also faced challenges, such as legitimacy, autono- my, representativeness, and capacity building. NGOs sector will be built better if NGOs, EU and people strengthen coordination and communication. |
