| 摘 要： | 创新型国家是一个结构复杂的系统,要对创新型国家进行测评,应该从系统论的角度出发建立测评体系.文中从创新型国家的涵义出发,将衡量创新型国家创新水平的三个主要要素:制度、科技、教育进行量化.根据指标体系的设计原则,分为制度、科技、教育三大子系统26个指标,用层次分析法对创新型国家进行评价.

| Abstract: | The innovation country is a complicated system.To evaluate the innovation country,we should establish evaluation system from the angle of the system theory.From the connotation of a innovation country,three main factors system,science and technology,and education,which determines the national creative level,have been quantified.According to the principle of designing index system,the above three factors can be further divided into 26 index signs,and layer analysis is used to evaluate the innovation country. |
