| 摘 要： | 对科研管理本质属性的问题进行了探讨，认为科研管理的本质属性是依据科学技术发展定律，针对国家战略目标、社会经济发展和科学新体系的需要，促进科学技术发展的特殊管理行为；根据科学技术发展定律对科研管理的要求，提出科研管理的新目标和新内容。

Based on the rules of science and technology development, new target and content of science research are put forward. |
