| 摘 要： | 积极推动科技创新体系建设意义深远.我国科技创新体系存在明显的"系统失效".推进科技创新体系建设,解决其中的"系统失效",政府需要担负不可推卸的责任.在发挥"政府替代"功能的同时,要防止"市场失灵"和"政府失败",积极构建服务型政府是解决科技创新体系"系统失效"的必然选择,这以善治为基本取向.
