| 摘 要： | 后发地区可以凭借后发优势实现技术赶超,但是技术赶超的关键是要有一定的技术能力,即在现有技术差距下,后发地区只有拥有一定的学习能力和吸收能力才能实现技术赶超。本文基于拓展的Verspagen技术赶超模型分析技术差距、技术能力与技术赶超之间的关系,得出的结论是:技术差距的缩小和技术赶超的实现都取决于后发地区的学习能力和吸收能力;对后发地区来说,通过学习能力和吸收能力的培育提升自己的技术能力可以实现技术赶超和经济收敛。因此,后发地区需要投入一定的资源,培育特色的区域创新体系和创新能力,为缩小技术差距、实现技术赶超而努力。

| Abstract: | The developing area can carry out technology catching-up through the lagging effect,but the key to technology catching-up is to have technological ability,which is under the existing technology gap,the developing area must have some degree of learning ability and social ability to realize the technology catching-up.Based on Verspagen's model of the technology catching-up,this paper analyzes the relation among the technological gap,technology ability and technology catching-up.The conclusion is that the deducing of technological gap and the realization of technological catching-up all depend on technological ability such as the learning ability and social ability.For the developing area,promoting one's own technological ability through the cultivation of the learning ability and social ability can realize technology catching-up and economic catching-up.Thus the developing area should cultivate the learning ability and social ability to cultivate the special area innovation system and the innovation ability,and work for deducing the technological gap to realize the technology catching-up. |
