| 摘 要： | 科学基金在国家创新体系中发挥着重要作用,研究基金立项评估的决策问题对提高基金使用效率具有重要意义。决策的复杂性与决策问题结构化程度、决策信息完备性和决策行为相关。证据理论提供了一种基于决策者知识和经验的决策方法,然而经典证据理论构建的一维识别框架不能反映决策过程与特征信息。论文提出建立两维语义的证据推理理论,构建反映决策者知识和行为特性的第二维识别框架。以科学基金专家评议系统为实证研究对象,充分利用决策过程信息,改善科学基金项目专家评价系统的决策质量。
