| 摘 要： | 本文通过对公共项目与市场关系的分析以及公共项目多级委托代理链的分析,提出了公共项目治理的概念。由于公共项目委托代理链的特殊性,公共项目的治理结构应该是利益相关者的共同治理,并要考虑公共项目与市场环境;以及政府投资人的巨大影响。本文构建了一个包括内部监控、外部市场监控和政府监控机制的公共项目治理模式的概念模型。

| Abstract: | The paper conceives a conceptual model for public project management, based on the analysis of the relationship between public projects and market, and of the multilevel principal-agent chains of public projects.As public projects' multi-tiered principal-agent chain has its particularities,authors hold that the management structure of a public project shall reflect stakeholders' joint management efforts. The conceptual model, as an integrated system, takes into account varieties of elements, including internal inspection, external market inspection and government supervision. |
