| 摘 要： | 本文根据公共养老保险制度的性质及属性,对中国计划经济时期及由计划经济向市场经济过渡时期的公共养老保险制度构成进行了分析,并在此基础上对中国现代意义上的公共养老保险制度进行了重新定位。本文认为,现行的城镇企业基本养老保险制度经过基础的整合,可以作为中国现代意义上的公共养老保险制度模式。整合的方式就是将"社会统筹与个人账户相结合",变成"社会统筹与个人账户相组合",从而将城镇企业基本养老保险制度分离成两个既相互独立又相互联系的"社会统筹养老保险制度"和"个人账户养老保险制度"。这样中国现代意义上的公共养老保险制度,就是由社会统筹养老保险制度和个人账户养老保险制度两部分组成。

| Abstract: | Based on the attribute of the public pension insurance system,this paper analyzes the structure of the public pension insurance system during the planned economy period and the transition period from a planned economy to a market economy in China,and based on this,re-position the public pension insurance system on modern sense.This paper advocates that the existing basic old-age insurance systems in enterprises being integrated can be as the public pension insurance system model on modern sense.It changes "social pooling and individual accounts combined" into "social pooling and individual accounts of the portfolio",thus the basic old-age insurance system is separated into two mutually independent but interrelated "social pension insurance system" and "endowment insurance system for individual accounts",the public pension insurance system,that is,consists of co-coordinating social pension insurance system and individual accounts of the endowment insurance system. |
