| 摘 要： | 政府是拥有信息资源最多的地方,政府信息透明度问题是全社会普遍关注的热点。本文首先从信息的基本原理出发构造了信息矩阵。通过对信息矩阵的深入探讨,将政府信息划分为政务信息和政府管理的公共信息两大类。然后,从经济学角度全面分析了政府内部的信息透明度和政府与公众之间的信息透明度问题,探讨了我国政府信息缺乏透明度的现状及原因,进而提出了提高我国政府信息透明度的对策建议。

| Abstract: | The government held most of the information resources, and the transparency of governmental information is a hotspot that arose widespread concerns in the whole society. Based on the basic information theory, we construct an information matrix. By the thorough study on information matrix, we classify the governmental information into two kinds: governmental affair information and public information that controlled by government. Then from the economic point of view, we analyze the governmental information transparency in the government and the information transparency between the government and public citizen and find the actuality and reasons of opaqueness of governmental information by which we put forward the related countermeasure to improve it in China. |
