| 摘 要： | 公众参与已经成为自然资源决策过程中的法定必要程序。但不合理的公众参与模式，可能导致决策的接受度和满意度降低。本文根据自然资源决策的特殊性对企业决策制定管理领域的Vroom—Yetton模型进行修正，建立契合自然资源决策领域的Vroom—Yetton修正模型，通过实例分析修正模型的运用，并总结出公众参与模式选择程序和应用条件。

| Abstract: | Public participation has become a necessary legal process in the natural resources decision - making process. However, a wrong public participation mode will decrease the satisfaction and reception of decision - making. According to the characteristics of natural resources decision - making, this paper modified the Vroom - Yetton model, which was used in business management decision - making arena, and built a Vroom - Yetton modified model suitable for the natural resources decision - making field. A case was analyzed to show how to use the modified model to solve a practical problem. At the end of this paper, the selecting procedure and applicable condition of public participation mode was concluded. |
