失业劳动力保留工资影响因素的实证研究

摘    要:本文使用重庆市3000名失业人口入户调查数据,分析失业者自然特征、社会特征和政策因素对失业人员保留工资的影响。发现:失业人员保留工资主要决定于失业人员的自然特征和社会特征,受失业保障、政府提供职业培训、优惠政策等政策因素影响在OCS估计中不显著,而在GCS估计中对保留工资有显著的负影响(这种负的影响实际上将提高劳动力就业概率)。这也说明当前的就业促进政策不仅没有鼓励劳动者懒惰,而且对促进就业有积极的作用。

Abstract:According to the household survey data on 3000 unemployed people in Chongqing city, the paper analyzes the natural features and social features of unemployed people, and the policy factors' influences on reservation wage. We found that individual reservation wage is mainly depended on both personal nature features and social features. And the policy factors' influences deriving from unemployment insurance, professional training offered by government and preferential policies are not significant in OLS results. But there are significant negative influences on individual reservation wage in GLS result (in fact the negative influences will improve the employed rates of work force). The conclusion suggests the current employment promotion policies have positive effects on promoting employment, instead of encouraging the indolence of laborers.
