| 摘 要： | 专家咨询制度对于推进我国的决策科学化和民主化具有重要意义,在公共决策中具有重要作用。本文系统总结了专家咨询制度发展至今从事决策咨询的机构及其与决策机构之间的关系、咨询的主要方式等,分析了专家在决策咨询中的优势和存在的典型问题,及其制度层面的原因,并针对存在的问题和制度层面的原因提出了完善专家咨询制度的对策。

| Abstract: | Expert consulting system is important for pushing forward the scientification and democratization of decision making,especially for public decision making.This article firstly analyzed the relationship between consulting institute and decision making department,as well as the way of consultation in present China.Then the typical problems in China's expert consulting system and the institutional reasons behind them were explored.Finally,this article brought forward some suggestions on improving China's expert consulting system. |
