| 摘 要： | 从改善小农生计的角度出发,本文在论述中国农业科技政策历史变迁的基础上,重点分析了农业科技系统当前所独具的"行政驱动和市场推动双重作用下的条块分割型结构特征",并提出了农业科技系统的公共系统与非公共系统的两分法.研究表明,虽然中国的农业科技政策具有面向小农的政策属性,但并不是以改善小农生计为导向的,因此,"以农民为中心"的思想应当成为当前农业科技政策变革的首要原则.

| Abstract: | Based on the literature review about the changing history of agricultural science and technology policies in China,this paper analyzes the complex system of the special policy structure along with different administrative and professional levels driven by the power of administrating intervention and market force.A new way to divide this special policy structure is according to public and non-public categories.This paper concludes that although agricultural science and technology have some points for pro-smallholders,it is not smallholder-centered.So,it is recommended that smallholder-centered could be a key principle to be used for improving the agricultural science and technology policy system in China. |
