| 摘 要： | 对国内外关于知识存量测度最新研究成果进行分析,在吸收已有文献成果的基础上,从自有知识存量和外溢知识吸收两方面来构建我国区域创新系统知识存量的测度模型。选择我国31个省市的区域创新系统作为研究对象,结合1998-2009年中国统计年鉴中的数据对我国区域创新系统的知识存量进行实证研究。在此基础上,应用份额比例测度法、普通离散系数法、集中度测度法等方法,分别对我国2000-2008年期间的区域创新系统知识存量的公平性进行研究。研究结果表明,我国存在区域创新系统之间存在着知识存量的不公平性,知识不公平会造成"知识富二代"的出现,将进一步加重区域发展的不均衡性,处理好区域知识的公平性问题是解决区域经济发展不均衡的关键。

| Abstract: | Based on the analyis on the latest research about knowledge stock measure at home and abroad,the paper constructs the measurement model of RIS’s knowledge from own knowledge stock and knowledge spillover.It selects the provinces of regional innovation system for the study.Combined 1998-2009 China Statistical Yearbook data,the paper do empirical study on knowledge of the stock of regional innovation system.Based on this,it uses Shares of Aggregate Income Approachs,General Measurements of Income Dispersion,Indices of Income Concentration to calculate the fairness of the stock of knowledge during the period 2000-2008.The results show that there exists unfairness of knowledge among China’s regional innovation systems.And this has resulted in the emergence of Knowledge-rich region II.To deal with the unfairness of knowledge is the key to solve the unbalanced development of regional economic. |
