| 摘 要： | 本文首先回顾了农业保险理论中市场失灵问题的中外文献以及由此导致的农业保险政策性补贴的理论基础。认为以农业保险所产生的外部性及准公共产品性质作为农业保险市场失灵与政策性补贴的理论依据并不严密。本文从两个层面分析了农业保险所产生的外部性与准公共产品特性,并且提出,农业保险政策性补贴的理论依据主要在于:农业保险所需政策性补贴的额度取决于农业保险作为一种支农政策与其他相关支农政策相比所起的作用。

| Abstract: | This paper analysis the domestic and overseas literatures of the failure and policy subsidy in crop insurance market. It believes that take the Character of quasi-public goods and external effect that the crop insurance produce as an argument of the failure of crop insurance market and policy subsidy is not strictness. It puts forward the main basis of the policy subsidy of crop insurance theory is the degree of policy subsidy that the crop insurance need depends on the role of it as a support-agriculture tool compare with other support-agriculture policies. |
