| 摘 要： | 本文通过对我国公共工程建设中的预算失控、建设质量低下以及涉及政府官员腐败等问题的现状描述，揭示这些问题产生的根源在于我国的公共工程投资与建设中缺少有效的投资预算控制与建设质量风险控制机制；本文在此基础上分析我国公共工程投资建设公开招标的买方垄断市场有效性及其预算控制功能，并对其中的工程建设质量低下与政府官员腐败等各种风险的有效识别与控制提出了相应的措施与建议。本文的分析对提高我国公共工程建设质量、促进我国公共工程建设行业的健康发展与迎接国际化竞争，都具有非常重要的理论与现实意义。 |

| Abstract: | After all kinds of problems such as budget dis - control, low construction quality of public project construction, and bureaucrat corruption in China are introduced, the causes of all the problems lies in the shortage of effective budget constrain, risk identifying and risk controlling mechanism are analyzed in the paper. The validity of buyers monopolistic market of invited public bidding of public project construction and its budget controlling function are analyzed in the paper. And the principles and suggests of effective identifying and controlling all kinds of risks of public project construction, such as bureaucrat corruption and low construction quality are put forward. The important theoretic and practical meanings of the research are to improve construction quality, promote normative development, and greet international competition of public project construction in China. |
