| 摘 要： | 从经济学的角度看，高等教育本质上是一种具有正外部性的俱乐部物品，因而，中国的高教改革实质上是公共物品（或准公共物品）向俱乐部物品的回归，如果选择当前的国企改革作为参照系，并以我国的渐进式改革路线作为规范分析的判断依据，那么，由于现阶段高教改革具有帕累托改进性，并能缓解国企改革的压力，拓展国企改革的空间，所以，在整个改革系统中应具有较高的优先级。
