| 摘 要： | 日本"VLSI技术研究组合"被认为是官产学合作实施赶超型技术创新的一个杰作,曾对国际社会产生了广泛而又深刻的影响。本文对该研究组合的成立背景、组织管理、主要成就等进行了深入的考察,并对政府将存在竞争关系的大型骨干企业和相关科研院所组织起来,成立产学研研发联盟的意义和关键进行了初步的探讨。

| Abstract: | The VLSI technology research consortium in Japan is a successful model of government-industry-academia cooperative innovation for technology catch-up,whose influence is profound and wide.This article is an in-depth study of the research consortium on its background,organization,management and achievements.Furthermore,the article is a preliminary investigation of the meaning and key points of government function in organizing industry-academy research consortium among major competitive enterprises and academic institutes. |
