| 摘 要： | 本文运用发展经济学的后发优势理论,分析了我国信息产业跨越式发展的必要性和可能性,提出了发展我国信息产业的战略对策。作者认为,促进我国信息产业跨越式发展的关键在于立足我国的局部技术领先优势,集中有限的人才、资金和资源,重点在某一个或几个领域实现突破,从而带动信息产业整体发展。同时,要进行投融资体制改革,加快高技术企业孵化器建设,高度重视人力资本的作用。

| Abstract: | This paper uses the theory of predomi nance of late -comer to analyze Chinese IT industry.The author holds that the key to Chinese IT industry leap is dependent on human resour ce and capital which helps make breakthroughs on some domains,consequently keep advancing IT industry.To reach such an end,the system of investing and financing,should be r eformed.Efforts should be made to build business incubators for high tech.enterprises,and attach importance to human capital development. |
