| 摘 要： | 政府投资科技项目中不同程度上存在着"重科技、轻管理,重人才、轻组织"等问题,其根本原因在于没有建立起有效的项目治理体系。本文从基于项目全生命周期的流程管理、基于项目利益相关方之间治理关系的角色管理,和基于预防和驱动的绩效管理等三个方面提出了构建政府投资科技项目治理体系的对策,并提出了实现有效项目治理体系的基础条件,以期为提高该类项目的成功率、增强我国的科技竞争力提供理论和方法支持。 |

| Abstract: | There are some problems in the management of government invested science and technology project,such as "emphasis on science and technology,contempt management,pay great attention to the talents,contempt organization",the root cause is not set up effective project governance system.This article proposed governance countermeasures for the construction of effective project governance system from three aspects:process management based on the total project life cycle,role management based on the governance relationship between stakeholders,performance management based on prevention and promotion.And it realized the fundamental conditions for effective project governance clearly,so as to provide theoretical support for the success of government invested in science and technology projects. |
