| 摘 要： | 党的领导与依法治国在本质上是一致的，二者共同统一于人民利益，并不存在谁统治谁的问题。在进行社会主义现代化建设的伟大事业中，要正确处理党的领导与依法治国的关系；加强和改进党的领导必须与依法治国相结合；依法治国也必须坚持党的领导。
