| 摘 要： | 民国初期,南北军阀之间及南方军阀内部的利益角逐,使得广东地方政府极为动荡。受其影响,海南地方政权为军阀所掌控。在海南,国家政权＂内卷化＂的迹象并没有产生,明清时期建立的＂文化网络＂之下＂保护型＂的基层政权被军阀主导下＂赢利型＂的基层治理所取代。
