| 摘 要： | 城乡基本公共服务差距自新中国成立以来始终存在，而随着改革开放的深入还有逐步加剧的趋势，究其原因，主要有历史、制度、体制、政策、经济、社会等六大根源。建议分别从政策取向、制度安排、保障机制、资金和人员素质五方面采取措施缩小城乡差距。

| Abstract: | Since the founding of New China, the basic public service gap between urban and rural areas has existed. As the reform and opening up develops, urban - rural basic public service gap has the trend to be wider. This paper analyzes the root causes for basic public service gap between urban and rural areas from six aspects including historical, systematical, policy, economic and social roots. Meanwhile, it also explores the corresponding policy recommendations for narrowing the gap between urban and rural areas from five perspectives such as policy orientation, institutional arrangements, guarantee mechanism, funds and personnel quality. |
