| 摘 要： | 随着经济全球化进程的加快,温州制造业集群的升级必将在全球产业背景和全球价值链下进行。针对集群自身的诸多结构性缺陷,地方政府应该注意政策引导、公共服务和市场监管,营造集群升级环境;注重技术学习机制的完善,强化技术支撑与人才支撑,发展先进制造业,推进产业结构演化;提高研发强度,构建以企业为主的科技创新体系;发展循环经济,提高集群竞争力。

| Abstract: | With the speed up of the global economy, the upgrade of Wenzhou manufacturing industry clusters will surely be undertaken under the background of global industry and global value chains. In terms of many structural drawbacks of the clusters, the local government should lay emphasis on the role of the policy, the public service and the supervision of the market to create the environment of cluster upgrade. At the same time, we should perfect the mechanism of technology study, strengthen the support of technology and professionals, and develop the advanced manufacturing industry to promote the development of industrial structure. In addition, we should reinforce the development of technology research to establish the enterprise-based science and technology innova-tion system, and undertake recycling economy to improve the competitiveness of the clusters. |
