| 摘 要： | 信访是我国社会主义公民政治参与的重要渠道，也是实现和维护公民民主政治权利的具体形式。但随着社会主义市场经济的建立和发展，我国现行信访制度的缺陷已逐步显露出来，对法治和公民民主权利的维护已显力不从心。本文试图从理性的角度分析中国信访制度面临的困境，并寻求其改革出路，以进一步完善我国的民主法治。

| Abstract: | Letters and calls system is not only an important channel for Chinese citizen to participate in political activity, but also a practical way to perform and maintain the democratic rights of Chinese citizen. With the establishment and development of socialist market economy, the present letters and calls system has gradually presented its shortcomings. As it is, it cannot play its role fully in the maintenance ruled by law and the citizen's democratic rights. This paper gives a rational discussion of the present difficult position of China's letters and calls system. It tries to find out the solution so as to perfect our democracy and nomocracy. |
