| 摘 要： | 旅游业的发展促进了经济的增长，这与旅游资源的保护性开发紧密相关。当前在旅游资源的开发过程中出现了一些负面因素，片面追求轰动效应、忽视长期保护的短视行为使一些颇具特色的旅游资源逐渐丧失生命力。在这种形势下，需要有效利用法律手段从加大法制建设力度、维护开发主体的合法利益、明确旅游资源管理机构的职权任务、规范管理机构和旅游的具体行为、加大对特色资源的保护力度等方面加以保护，使旅游经济走上可持续发展道路。

| Abstract: | The development of tourism industry promotes economic growth, which relates closely to the protective exploitation of tourist resources. However, there are some negative factors in the course of the exploitation of tourist resources currently, which are in pursuit of sensational effects while neglecting the long-term protections of it. These short sighted conducts have gradually decreased the vitality of some typical tourist resources. With response to these, we need, by the means of legislation, strengthen its construction, protect the rights of exploiter, ascertain the functions and power and roles of the administrative institutions of tourist resources, make the acts of both institutions and tourists more standard and strengthen the protections of the typical tourist resources so as to maintain the sustainable development of tourist economy. |
