| 摘 要： | 随着我国国有企业改革的深入进行，行政事业性国有资产管理的改革也越来越为公众所关注，其中尤以高校为最。新形势下的高校教育体制改革使得高校日益发展成为复杂的经济活动体，高校国有资产账实不符、流失严重、闲置浪费和低使用效率等问题日益显现，究其根源在于管理层面的缺位状态。因此，要严格按照科学发展观的要求，从高校国有资产的功能地位出发，强化管理的补位，纾解所面临的诸多问题，从而更好地发挥高校国有资产的社会经济效益。
