| Abstract: | The Outline of the Plan for Upgrading the Ethical Standards of the Entire People represents itself as one of the guiding principles for the Party to upgradethepeople'sethicalstandards by revealing the inner lawof promoting socialist ethical progress in the newhistorical era.A successful implementation of the outline calls for a popularization and mastery of the basic ethical norms which are summarized in twenty Chinese characters.Also indispensable are a guidance for the five types of social groups to learn the outline well and a wide and profound publicity given to the outline. |
