“智能+教育”变革中教育数据治理的价值与路径

摘    要:随着人工智能与教育知识服务的深入发展,教育大数据成为推动教育治理科学发展的基石.教育数据治理是为了应对教育大数据应用在管理规范、安全、隐私保护等方面的挑战,是数据治理在教育领域的应用范畴,有助于教育决策更加科学,促使教育服务更加精准,促进教育改革最优化.然而,由于教育数据治理的发展历史较短以及教育系统的复杂性,教育数据治理在数据质量、数据管理、数据监管以及数据服务等方面依然存在不足.基于教育数据治理的现实困境,研究提出教育数据治理的四条路径:第一,制度先行:强化教育数据要素流通的制度设计;第二,管理规范:完善教育数据要素流通的标准体系;第三,队伍建设:重视教育信息化治理专业人才培养;第四,素质护航:持续推进数据素养提升工程.并从法律地位、安全管理制度、体系标准、主体职责和权力边界、管理者环境适应性、创新专业课程教学、人才培养、数据意识和数据能力模型9个方面提出具体建议,以期为智能化教育进程中的教育数据治理发展提供可参考的建议.

Abstract:With the in-depth development of artificial intelligence and education knowledge service,education big data has become the cornerstone of promoting the scientific development of education governance.Education data governance is the application scope of data governance in the field of education.Its purpose is to meet the challenges of education big data application in management norms,security,privacy protection and other aspects.Education data governance helps to make education decision-making more scientific,promote education services more accurate,and promote the optimization of education reform.However,due to the short history of education data governance and the complexity of education system,there are still some deficiencies in data quality,data management,data supervision and data services.Based on the practical dilemma of educational data governance,this paper puts forward four paths of educational data governance:First,system first:strengthen the system design of the circulation of educational data elements;second,management standardized:Improve the standard system of educational data elements circulation;third,team building:pay attention to the cultivation of educational information management professionals;finally,quality escort:continuously promote the data literacy improvement project.In addition,the paper puts forward specific suggestions from the legal status,safety management system,system standards,main responsibility and power boundary,environmental adaptability of managers,teaching of innovative professional courses,personnel training,data awareness and data ability model,so as to provide reference suggestions for the development of educational data governance in the process of intelligent education.
