中国基础教育监测的实践与思考

摘    要:国际社会倡导全纳教育理念,为推进全民教育发展目标实现,联合国教科文组织在全球开展全民教育监测。我国一直把监督政府及其有关职能部门履行教育职责、依法行政,作为基础教育监测评估的首要任务,并从法律保障、机制创新、制度完善等方面进行积极探索。全面实现“普九”之后,基础教育发展与监测的重点转向为内涵发展。为提高基础教育监测水平,建议加强基础教育监测体系与保障制度建设、积极探索符合国际趋势和具有中国特色的监测方法。

The Practice and Exploration for Basic Education Monitoring in China

Abstract:International society advocates the concept of inclusive education, UNESCO monitors education for all in the whole global to realize its educational goals. China focuses on monitoring the government fulfilling its educational functions and exploring legal guarantee, mechanism innovation and regulation improvement for basic education monitors. After the realization of the popularization of nine years compulsory education, the quality improvement becomes the emphasis of basic education development and monitoring. In order to improve basic educational monitoring level, we should improve basic education monitoring system and regulation and explore new measures with Chinese characteristics in accordance with the international trends.
