| 摘 要： | 中国地方高校萌发于洋务运动时期,在清末新政中探索建立。民国初期,地方高校逐步在学制中确立了地位,并且随着学制改革的不断推进而稳步发展。国民政府时期,地方高校在国家控制不断加强的氛围中勉力维持发展。
