| 摘 要： | 西部基础教育境外项目总体上取得了很好的收益，不仅极大地提升了项目地区基础教育的整体质量，给项目地区带来了经济效益，而且也带来了广泛的社会效益，但是，在境外项目实施的过程中还存在一些问题，应找出解决这些问题的相应办法。
