| 摘 要： | 从20世纪70年代美国实现高等教育普及化开始,世界高等教育普及化进程可划分为三个阶段,大体要经历50～60年.在第一阶段,高等教育普及化在差异中发展;在第二阶段,发达国家进入了高等教育普及化阶段,发展中国家高等教育规模扩张速度被人口的快速地增长所抵消;在第三阶段,世界高等教育进入另一快速发展阶段,中等收入国家成为推进高等教育普及化的主要动力,这一阶段也是中国实现从高等教育大国向高等教育强国转变的重要时期.

| Abstract: | Since the popularization of higher education in America in 1970s, the process of global popularization of higher education could be divided into three stages and took about 50 - 60 years. In the first stage, the popularization of higher education showed a difference in different area. In the second stage, the higher education had bee popularized in advanced countries, but it had been counteracted in developing countries as a result of rapid growth of population. In the third stage, the higher education has entered into a new period. The medium-income countries are playing an important role in promoting the popularization of higher education. It is also an important period during which China shifts from a big country of higher education to a powerful country of higher education. |
