| 摘 要： | 一切从实际出发是马克思主义的重要内容,是我们认识客观世界和改造客观世界的出发点。一切从实际出发,就是要从客观事物存在和发展的规律出发,在实践中按照客观规律办事。退耕还林工程,作为迄今为止我国政策性最强、投资最大、涉及面最广、群众参与程度最高的一项生态建设工程,在其政策措施的制定和完善过程中,基本体现了一切从实际出发的客观要求。针对工程推进和形势的不断变化出现的新矛盾、新问题,进一步完善退耕还林政策措施也必须遵从一切从实际出发的原则。
