| 摘 要： | 村民自治制度确立后，村委会与村党支部的关系成为农村内部权力结构的核心，是村民自治运行机制中的关键环节。同时，由于村委会与村党支部的权力来源和制度规范不同，村两委的矛盾表现突出，一定程度上阻碍了村民自治的良性发展。因此，明确村两委在村民自治制度中的职责范畴，科学合理地实现村党支部以及农村基层党组织在村民自治中的定位是当务之急。广西百色市充分认识到加强农村基层党组织建设在农村工作机制中的重要性，从强化党的基层组织建设入手，创新党服务农村工作的方式方法，建构农村服务型党组织工作机制。

| Abstract: | With the system of villager autonomy set up,the relationship between the village committee and the rural party branches becomes the core of the internal power structure and the key link of the villagers’ autonomy mechanism.Due to the different power sources and system specifications,the contradiction between the village committee and the rural party branches is getting noticeable,which hinders the benign development of the villager’s autonomy.Therefore,it is imperative to ascertain the range of responsibilities of the village committee and the rural party branches and to realize position of the village communist party branch in the villagers’ autonomy.Baise City(Guangxi Province) attaches more importance to the building of grass roots party organization building,the innovation of working methods and the construction of village service-oriented basic party organizations. |
