| 摘 要： | 文章主要从对南疆三地州特困地区的投入和所产生效益的角度出发,从实践和理论两方面分析了目前这些地区扶贫开发中存在的主要问题,并就如何构建南疆三地州扶贫开发长效机制和加强扶贫资金管理提出了建议。

| Abstract: | By the analysis on the investment and its return in the impoverished areas of three prefectures in the south of Xinjlang, the main problems of poverty alleviation and development in these areas were studied from two aspects： practice and theory. Furthermore, some suggestions about how to establish a long-term mechanism for poverty alleviation and development and how to strengthen the management of poverty relief funds were put forward. |
