| 摘 要： | 潮州人民诸多事业与海洋息息相关。明朝,潮州府海盗活动猖獗,其原因是政府的海禁政策。请求朝廷调整政策是潮州府从平民百姓到地方士绅的共同愿望,而这一重任就落在有机会进入权力中枢的潮籍进士的肩上。明代的潮州进士登科表现良好,反映了面对海禁,潮州各利益团体,大力培植人才,向朝廷反映诉求的理性选择。

| Abstract: | The rampancy of Teochow’ s piracy is because of government’ s ban on forein trade policy in Ming dynasty.The task of requesting government to adjust the policy falls on metropolitan graduates who behave themselves.In view of the above,due to the ban on foreign trade,Teochow government makes the right choice to cultivate talents for claiming it. |
