| 摘 要： | 区域一体化已经成为我国地方政府发展的现实选择，区域合作制度是区域公共利益实现的有效保障。但是，地方政府跨区域合作制度实施中存在诸多障碍，主要表现在制度实施异化和制度监督两方面；新制度经济学中的相关理论为地方政府区域合作制度实施提供了理论分析基础。要减少区域合作制度实施的障碍，需要从地方政府思想观念、组织层面、制度层面出发寻求解决路径。

| Abstract: | Since regional cooperative institutions can safeguard the realization of public interests in regions,regional integration has become the best choice for the development of local governments in China.However,local governments are facing some obstacles in implementing such institutions of cross-regional cooperation,which include the insufficiency in implementing institutions and supervision over institutions.In this thesis,the related theory in New Institutional Economics will be used to analyze the dilemma in implementing institutions.In addition,some advice and solutions will be proposed in terms of concepts,organizations and institutions. |
