| 摘 要： | 农业政策性金融机构是我国农村金融发展的重要载体，作为特殊企业法人，其经济性与政策性的相宜、相关决定了治理的特殊性即金融风险防范。在企业所有与控制、所有与经营相分离的条件下，通过对机构风险管理参与者的职责设计尤其是责任的明确来保障风险管理符合法律、法规和效率的要求，以产权为基础构建有效治理、科学决策的法人治理结构，为该类机构在良好风险管理的状态下实现政策性目标提供制度支持。

| Abstract: | Agricultural policy-oriented financial institution is an important carrier of China＇ s rural financial development and as a special corporate body, its link between economy and policy has determined its particularity of management, that is, to guard against financial risks. This paper discusses how to provide institutional support for achieving the policy-oriented goal in the efficient risk management through determining the clear responsibility of participants in the risk management while constructing the corporate body＇s effective management structure with scientific policy-making in which the property right as the basis to ensure risk management in line with related laws, regulations and with efficiency. |
