| 摘 要： | 技术创新与技术进步的内涵、侧重点及外延的宽泛程度均不相同，技术进步包括多种要素，其中技术创新是核心要素；技术创新与科技创新、知识创新层次不一样、范围不同，科技创新泛指科技体制、科技体系的变革，知识创新比技术创新的范围更广并包括技术创新；创新建立在发现、发明的基础上，但发现、发明不一定都导致创新，只有发现、发明实现了商业化应用才是创新；技术革新与技术突破同属于技术创新的范畴，但处于创新的两个极端，也可以将技术革新理解为渐进性创新，将技术突破理解为根本性创新；模仿、扩散是广义技术创新的后期阶段和重要组成部分，是创新发挥效益的阶段；技术创新不应该有传统产业与高技术产业之分，对传统产业而言需要更多地通过技术创新才能得到改造和加快发展。
