我国农村学前教育政策的进展与成效

摘    要:梳理我国近十年颁布的学前教育政策文本,发现农村学前教育政策从外部看具有数量多、发文层级高、互相支撑与呼应等特点,从内部看呈现目标清晰、重点突出、职责明确等特征。农村学前教育相关政策体系的整体性持续加强,未来发展的基调和方向逐渐明晰,进一步融入乡村振兴和扶贫攻坚发展战略中,并与政策研究相互支撑形成良性互动。有必要进一步明晰政策方向、优化内容体系、强化执行监督,为我国农村学前教育扩容提质、推进学前教育公平、实现"幼有所育"保驾护航。

Abstract:Studying the texts of preschool education policies issued in recent ten years in China,it is found that rural preschool education policies have the characteristics of large quantity,high-level papers,mutual support and echo from the external perspective,clear objectives,key points and clear responsibilities from the internal perspective.The integrity of rural preschool education related policy system continues to be strengthened,the keynote and direction of future development is clearer and clearer.The policies are further integrated into the Rural Revitalization and poverty alleviation development strategy,and form a positive interaction with policy research.It is necessary to further clarify the policy direction,optimize the content system,and strengthen the implementation supervision,so as to ensure the expansion and quality of rural preschool education,promote the fairness of preschool education,and realize the goal of"education for children".
