| 摘 要： | 城管执法人员既是城市治理过程中公共政策的执行者，也是与社会公众关系最为密切的基层公务人员。实践中，城管执法人员因其行为上的偏差往往会造成公共政策上的失真或者是失效，甚至造成行为失范的严重后果。因而，制定一定的对策来规制由行动逻辑所导致的行为失范现象，进而推进城市管理的法制化、科学化和有序化。

| Abstract: | Urban management officers are not only the performers of the public policies in the urban governance, but also the grass-root civil servants most closely connected to the public. In practice, howev- er, some urban management officers act improperly, which may lead to the public policies lacking of fideli- ty and efficacy or even to the serious consequence of behavior anomie. Therefore, it is necessary to develop certain measures to regulate the misconduct phenomenon resulted from action logic, and then promote the legalized, scientific and orderly progress of urban management. |
